Charlie "Deuce" Sayer is a member of the Phantoms and a character featured in Tom Clancy's Elite Squad.

Biography

Charlie Sayer is the wildcard of the Phantoms. It’s very difficult to predict his mood from one moment to the next, but it’s always clear that he means business. His erratic personality has led some to believe that his call sign, “Deuce”, comes from an undiagnosed split personality disorder. This is all just hearsay, though. Charlie’s mental faculties are in full working order; he just enjoys keeping people on their toes.

With a penchant for heavy weaponry, and a “go big or go home” approach to missions, Charlie is eager to jump into action with Elite Squad. The offer of a Presidential pardon is of little consequence to him, he’s just desperate to get back out on the battlefield and raise hell.

Abilities

Blackout (Active)		Throws a Blackout grenade at the current target. The grenade explodes in a 5 meter radius, dealing 60% ABILITY DAMAGE to all enemies hit and destroying their weapon clips, forcing them to RELOAD. If any enemy hit is already reloading their weapon, their clip explodes and deals an additional 120% ABILITY DAMAGE.
Buying Time (Passive)		Rank 4 On RELOAD, applies BLIND to any enemies targeting him for 3 seconds.

Squad Perks

Born In Darkness (Faction Perk)	2 Soldiers - With reckless abandon, allied Phantoms charge into battle, permanently receiving +150% ABILITY POWER, but damaging themselves for 15% of any ABILITY DAMAGE they inflict on the enemy.
	5 Soldiers - Additionally, when the first Phantom is defeated, blackout the battlefield, BLINDING all enemies for 15 SECONDS (cannot be resisted) and granting +100% ABILITY CHARGE to all remaining allies.
Dutiful (Trait Perk)	2 Soldiers - Allies sense of duty drives them, receiving +20% COOLDOWN REDUCTION, charging their abilities faster.
	3 Soldiers - Increased to +40% COOLDOWN REDUCTION.
	5 Soldiers - Increased to +75% COOLDOWN REDUCTION.
